Solsticedreamer, you would have approached the terminal from street level. The bike riders are one level above street level, and the street they're riding on is usually only open to vehicular traffic.

What I like most about these shots are the details - something that one would probably not really notice in the hustle and bustle of going somewhere...

Sean, pedestrian access to the upper level highway around Grand Central is only allowed for three days a year. This ain't Times Square thank God
