Great shot. With the modern digital camera's and software to make everything visible with no light I am wondering if this photo represents the atmosphere of the moment or that it is a bit overdone.
Must be on a Sunday night or these folks were very lucky to have this street pretty much to themselves. Although I bet that this woman has a sock full of quarters in her purse just like Charles Bronson did in the 1974 movie classic "Death Wish", which could explain having more street room for these two.
